英语单词apartheid来自南非荷兰语，由apart（分离、隔离）+heid（=hood）构成，表示“种族隔离制度”，特指1948年至1991年间在南非共和国实行的一种种族隔离制度，这个制度对白人与非白人（包括黑人、印度人、马来人及其他混血人种）进行分隔并在政治经济等各方面给予歧别待遇。南非的种族隔离政策不但引发了国内的反弹与抗争，更引发国际社会的抨击与经济制裁。1989年戴克拉克担任南非总统后，释放反对种族隔离政策而入狱的曼德拉，并于1990年解除戒严；1991年南非共和国废止人口登记法、原住民土地法与集团地区法，在法律上取消了种族隔离政策。
